Who is a worker?

The scheme covers employees and contractors in the contract cleaning industry. An employee is someone employed under a contract of service by an employer to perform cleaning work. A worker can be full-time, part-time or casual.

Check with the ATO or Fair Work if you’re unsure whether you are an employee or a contractor.

Who is not covered by the scheme?

The scheme does not cover someone who is:

  • engaged solely to supervise workers
  • performing only or mainly managerial or administration duties
  • a partner in a partnership they work for
  • a director of the company they work for
  • a trustee of the trust they work for
  • directly employed by the owner of the premises they clean
  • under a contract of service with a Commonwealth, state, territory or local government authority
  • performing cleaning work on Commonwealth land or a Commonwealth place. Commonwealth places include military bases and Sydney Airport.
