A fictional scenario developed to give an example for how the new Community Services Industry portable long service leave scheme will apply to different individuals across the industry.
Case study 7: Leo – migrant youth worker with interstate service
Background:
Leo is a 43-year-old youth caseworker who worked in the Victorian community services sector for 4 years (2021–2025) under Victoria’s portable long service leave scheme. In September 2025, he moved to NSW and began work at a non-government migrant support service.
How the schemes apply:
- Leo started his new NSW job after 1 July 2025 but was employed within the first 6 months and reported on service returns, so receives the foundation bonus of 365 days of service.
- NSW has a reciprocal agreement with Victoria’s portable scheme.
- His 4 years of service in Victoria will be recognised under the NSW scheme, and his service record will transfer once properly verified between jurisdictions.
- At least 60 days of service credits must be recorded in NSW before leave can be claimed from another state, in this case Victoria.
Outcome:
- With 4 years of recognised Victorian service plus the 1 year foundation bonus, Leo effectively has 5 years of portable service already in 2025.
- He only needs 2 more credited years in NSW, meaning he can qualify for a claim for leave in 2027.
- The payment will be made by NSW’s Long Service Corporation, but the entire 7 years of eligible service (4 VIC + 2 NSW + bonus) will count toward the entitlement.
