Exemptions from levy

Maximum exemption

  • The maximum discount of the levy is 50%.

Minimum levy payable

  • The minimum levy payable irrespective of any exemption is $50.00.

Owner builders

  • Those applicants holding an Owner Builder Permit, issued by the NSW Fair Trading, may be entitled to a reduction in the levy proportional to the amount of their own labour performed during the work.  Click here for the form.

Procedures for Owner builders

  • The full levy MUST be paid prior to your Application for Partial Levy Exemption-Owner Builder.
  • Once your approving authority (council or private certifier) issues your building approval (Construction Certificate, Complying Development Certificate), you may then apply to the NSW Fair Trading for your Owner Builder Permit.
  • An Application for Partial Levy Exemption-Owner Builder form can be obtained from the Corporation, local council or this website.
  • The completed form should be sent to the Corporation with required documentation (e.g. copy of Owner Builder permit, issued by NSW Fair Trading).
  • Your Application for Partial Levy Exemption-Owner Builder should be made to the Corporation within 12 months of payment of the levy being paid.
  • If your Application for Partial Levy Exemption-Owner Builder is approved, you may be entitled to a partial refund of the levy you have previously paid. Please ensure your account details are completed on the back of the Application for Partial Levy Exemption-Owner Builder form.

Churches and non-profit organisations

  • May be entitled to a reduction in the levy proportional to the amount of voluntary labour performed during the work. Click here for the form. Forms may also be obtained from your local Council.
  • Where possible, applicants should apply to the Corporation for the exemption, prior to the levy being paid.  If this is unable to be done, a refund is possible if sought within 12 months of payment of the full levy.
  • The completed form should be sent to the Corporation with required documentation (e.g. Certificate of Registration, refer to the back of the application form for details).
